KUWAIT: In a recent development, Al-Jarida has learned from reliable sources within the Ministry of Interior and the Public Authority for Manpower that directives have been issued to halt the issuance of work permits for Egyptian workers as of yesterday. This decision comes as part of efforts to implement new regulations aimed at ensuring greater oversight in the issuance process.

According to the sources, the decision to suspend work permits for Egyptian workers follows a series of complaints lodged by employers. These complaints allege that certain Egyptian authorities have been pressuring them to procure insurance for each worker from a non-Kuwaiti insurance company. Such practices have raised concerns about the transparency and fairness of the recruitment process.

In response to these concerns, both the Public Authority for Manpower and the Ministry of Interior are actively working to establish stringent controls over the recruitment of Egyptian workers. Priority will be given to individuals holding advanced degrees and specialized skills that align with the specific needs of the Kuwaiti labor market.

This move reflects a broader effort to streamline the recruitment process, enhance transparency, and ensure that foreign workers entering Kuwait contribute positively to the country’s workforce. As authorities move forward with implementing these new controls, further updates are expected to be announced in due course.

KUWAIT: A Sudanese expatriate has been arrested for killing his friend of the same nationality by stabbing him in the neck with a ‘screwdriver’ in Jleeb Al-Shuyoukh and then fleeing from the location. According to security sources, when the Ministry of Interior’s Operations Room received information about the presence of a corpse near a street in Jleeb Al- Shuyoukh area, Farwaniya securitymen, paramedics and detectives immediately rushed to the location and discovered that the body belonged to a Sudanese expatriate who died from a stab in the neck. The detectives, after conducting investigations, discovered that the person responsible for his murder is also a Sudanese national. Detectives immediately went to his apartment and arrested him.

When questioned, the suspect admitted that he killed his friend over a financial dispute especially since he was asking for money. He was referred to the Public Prosecution for necessary legal action. In a related context, the Security Media Department of the Ministry of Interior announced that officers from the Criminal Security Sector arrested the killer who committed the premeditated murder in Jleeb Al-Shuyoukh area, as part of the efforts of the sector to arrest violators and outlaws, and under the direct field follow-up of the Deputy Prime Minister, Minister of Defense and Acting Minister of Interior Sheikh Fahad Al-Yousef Al-Sabah.

The Directorate General of Criminal Investigation’s Farwaniya Investigation Department arrested the suspect in less than eight hours, from the time of receiving information about the quarrel and murder in Jleeb Al-Shuyoukh area. After intensifying the search and investigation operations and carefully surveying the site, the perpetrator’s data and location were obtained. He was arrested and the crime tool was found. When confronted during investigations, the suspect admitted that he had attacked the victim due to a financial dispute.

KUWAIT: A decomposed corpse, supposedly of a young woman, was found in an apartment in Nugra. According to security sources, when the Operations Room of the Ministry of Interior received information about a discovery of a corpse in an apartment in Nugra in Hawally Governorate, securitymen and detectives were immediately dispatched to the location. They realized that the individual had been dead for a while, and it seemed to belong to a young woman. The corpse was referred to the Forensic Medicine Department to determine her identity and the circumstances behind her death. A case has been filed.

KUWAIT: The Public Relations and Security Media General Department at the Ministry of Interior has announced the schedule for expatriates, who violated the Residency Law, to complete procedures for leaving the country or amending their status, reports Al-Seyassah daily. The department disclosed that starting Sunday, these expatriates should visit the Residency Affairs Departments in the governorates where they are residing during official working hours in the morning period to amend their status.

For those wishing to leave the country, they should visit the departments in the evening — from 3:00 pm to 8:00 pm. Those who have new passports or travel documents should register such documents in the computer systems at the Residency Affairs Departments in Mubarak Al-Kabeer and Farwaniya Governorates. Those who wish to leave the country and have valid passports registered in the Ministry of Interior’s systems are not required to visit the aforementioned departments.

KUWAIT: Acting Director of the Legal Affairs Department and Deputy Director General for Educational and Rehabilitation Services at the Public Authority for Disabled Affairs (PADA) Mubarak Al-Badah has confirmed the discovery of 62 cases of forging medical reports to claim disability benefits and all of them were referred to the Public Prosecution, reports Al-Qabas daily. Al-Badah told the daily that the number of lawsuits filed by or against PADA since the beginning of this year totaled 9,612. He said 4,757 of these cases were filed against the authority and are still in the courts.

He added the total number of final rulings on cases against the authority reached 4,529 — 3,209 in favor of the authority and 1,320 against it. “This means the percentage of winning cases is more than 70 percent and the most prominent of which is the cancellation of an administrative decision issued by the authority, that is, by rejecting the decision of the medical committees to reduce the degree of disability or to exclude someone from the disability category,” he revealed. He went on to say that the number of lawsuits filed by the authority to recover unlawfully spent money reached 337 and the total amount involved is estimated at hundreds of thousands of Kuwaiti dinars. He affirmed the authority continues to attain success in recovering such money, stressing that public funds are inviolable. He pointed out that the Legal Affairs Department reviews the expenditures in coordination with its financial counterpart; and then they contact the concerned persons – the disabled or those taking care of them or the heirs if the beneficiary is deceased – to ask them to return the illegally obtained amounts, because these are public funds and are not subject to the statute of limitations.

On the measures taken if the person in charge of taking care of the disabled neglects his duties, Al-Badah said “the authority formed a team consisting of the friends of the disabled to monitor such violations or any move against people with disabilities, find ways to protect the disabled and educate the community about the rights of people with disabilities. The team members have the right to investigate violators of the law; thereby, enabling them to issue violation citations and to report crimes related to violating the rights of persons with disabilities, and refer perpetrators to the competent authorities to implement the deterrent penalties stipulated by the law.” He revealed the total number of people with disabilities registered in PADA reached 65,592 according to the latest statistics — 11,267 of them have physical disabilities; 5,106 have visual disabilities; 17,302 have mental conditions; 14,786 have motor disabilities; 7,384 have learning disabilities; 2,047 have developmental disabilities; 5,181 have hearing disabilities; 2,008 have psychological problems and 511 have other disabilities.

KUWAIT: As part of the efforts exerted by the General Traffic Department and based on instructions from the Assistant Undersecretary for Traffic and Operations Affairs Major General Yousef Al-Khadda, the department’s officers issued 26,778 citations for various traffic violations and impounded 95 vehicles and 93 motorcycles in one week. According to the weekly statistics of the General Traffic Department, 32 people who committed serious violations were detained in traffic custody, and 63 wanted vehicles were seized. Also, 49 juveniles were referred to the Juvenile Prosecution for driving vehicles without a driver’s license, and five violators of the residency law were arrested. Two people who were in an abnormal condition and four people in possession of suspected narcotic substances were referred to the concerned authority.

KUWAIT: Kuwaitis eager to study at Japanese universities as part of the MEXT 2025 (The Ministry of Education, Culture, Sports, Science, and Technology) government Scholarship Program could apply on May 1, 2024, with the process ending on June 13 at 03:00 p.m. local time, Japan’s embassy announced on Sunday.

In a statement, obtained by KUNA, the embassy indicated that all Kuwaiti citizens who meet the qualifications were eligible to apply, adding that applications must be submitted to the embassy by hand. The application process consists of document screening, written examination, and personal interview. Undergraduate students must have completed a 12-year school curriculum and have good academic standing, it said in regards to the requirement.

The applicants’ date of birth must be on or after April 2, 2000, revealed the statement. It added that the program would last for five years from April 2025 to March 2030 with one year dedicated to the study of the Japanese language. It revealed that the fields of study would be natural sciences as well as social sciences and humanities. As for research students, the embassy said that they must have completed 16 years of school education and be born on or after April 2, 1990, pointing out that the duration of study would be from April or September 2025 to March 2027.

Any field of study majored in university, or related to it, affirmed the statement, adding that years of study might extend depending on the major category. It noted that application forms, detailed information, and other conditions could be downloaded from the Embassy’s Website: (https://www.kw.emb-japan.go.jp/itprtop_en/index.html). The Japanese government scholarship program, established in 1954, aimed at increasing mutual understanding between the people of Japan and other countries as well as to make an international contribution to the intellectual field.
